Colour Scheme not respected in the space or admin sidebar

      Summary

      In the New Confluence Design when changing the Colour Scheme it will not be applied to the instance.

      Steps to Reproduce

      1. Go to Cog Icon > General Configuration Confluence Administration
      2. Select Colour Scheme from the left hand panel
      3. Choose the colour for the Background
      4. Click on Save

      Expected Results

      Confluence would proceed using the new colour for its background.

      Actual Results

      No changes are applied for the colour:
