One is required to grant full administrator access to Confluence in order to allow users/groups to be Confluence Questions administrators.
In order to allow specific users/groups to edit/delete existing questions, I would like to grant administrative privileges to Confluence Questions only, not Confluence as a whole.
This can be done by adding an extra column to /admin/questions/viewpermissions.action next to "use confluence questions" that says "administer confluence questions".
