      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Admins frequently create JIRA issues on behalf of other users in order to train them how / when to file issues.

      We could do the same for Confluence Questions where an admin could ask a question on behalf of another users in order to train them how, when to ask a question.
