Ability for admins to override the start day of the week

      At the moment, the Team Calendars starting day of the week is configured by the users locale. We've run into a few problems with this:

      1. There isn't a simple way for admins to change the locale for everyone (CONF-16057, TEAMCAL-318)
      2. Some customers don't necessarily want it to respect the locale TEAMCAL-466.

      This issue is to look at solving this problem. Proposed solution:

      1. Global setting for "start day of the week" (defaults to whatever the locale is)
      2. This can be overridden by a user setting for start day of the week.
