The "confluence-administrators" super-users group is a major source of confusion. We should remove the isSuperUser() check entirely.
There will need to be some way for users with the regular admin permission to change perms on spaces (so spaces that nobody can get to can be recovered) – uses of this power should be logged.
It should probably remain possible to grant permissions that allow access to all content for special administrative use like exports, automation, etc.
