In the download version of Confluence, a System Administrator can manage a Space even if they haven't previously been given permissions to by adding their user or group as a Space Admin.
In On Demand, System Administration is not available to the OD Only 'administrators' group. This stops them from being able to administer spaces that are created by other users.
We should change the Default Space Permissions, which apply to all newly created spaces (available here: wiki/admin/permissions/viewdefaultspacepermissions.action) to give the 'administrators' group Space Admin permissions.
