Option to disable notifications to watchers when posting inline comments

      When using inline comments it would be great to be able to disable notifications to watchers (or specify witch users that should be notified) and/or limit who the comment is visible for.

      Usually we use the inline comment feature while producing a document, and the comments are not intended for the general public. The comments only make sense while the document is still a work in progress.
