When using inline comments (create, edit, delete, resolve) it would be great to be able to disable notifications to watchers (or specify which users that should be notified) and/or limit who the comment is visible for.

Usually, we use the inline comment feature while producing a document, and the comments are not intended for the general public. The comments only make sense while the document is still a work in progress.
