Modifying attachments on a page causes user to automatically watch

      Problem

      1. If a user clicks Edit in Office, uploads an attachment, or modifies them in any way, they will automatically watch a page.
      2. Normally, when editing a page itself, you have the option to watch the page, but with this, you're forced to watch it.
      3. Disabling Autowatch in the user's profile does not prevent this from occurring. See CONF-36686

      Expected behaviour

      1. To be able to choose to watch or not automatically watch just by modifying attachments
