Common dialogs like the create menu don't have tab stops. In combination with CONF-12383, this makes much of Confluence unusable with a keyboard and breaks the most basic level of compatibility with the WCAG 2.0 standard that has already been made a requirement for the Australian, Canadian, German, and many other world governments.
