      Steps To Reproduce

      1. Watch a page.
      2. Get Mentioned in a Comment

      Expected Result
      Receive one email that you've been mentioned in a comment.

      Actual Result
      Received both an email that you've been mentioned in a comment AND that the page has been changed.
