Limit user search ability

      Customers would like to restrict the use search ability to certain groups within Confluence. This is to protect the privacy and information of various external user groups that access a central version of Confluence.

      This issue relates to that of tiered access to the people directory and will likely find it's soliton as a part of the fix to the issue attached.
