Link to headings via the Link Browser

Right now the only way to link to a heading or anchor is by inserting wiki markup to create a special link. Even for a power user this can be difficult because the documentation isn't clear about how links to headings like "Procedure for adding a new channel" should be formatted. This means that most people at my company will never use heading links. However, if heading links could be added via the link browser like other kinds of links, it wouldn't require any special training, and people might do it.
