Confluence is not decorating 404 error pages consistently.

Depending on the URL that is attempted, the 404 page sometimes applies the 'main.vmd' decorator but other times doesn't. For example:

http://<localhost>/INVALID - NOT applied.
http://<localhost>/display/INVALID - NOT applied.
http://<localhost>/display/INVALID/URL - IS applied (note 'INVALID' does not need to be a valid space key).
