Provide option to switch between 24 hour and AM/PM format

      Currently Compass (Components/Operations etc) display time in AM/PM format in certain areas including component activity, operations on-call override etc:

      The feature request is to provide a per user setting in compass (via user specific settings) to switch between AM/PM and 24 hour format. Alternatively, a product specific flag for this switch across all the time data displayed on compass.
