Issue Summary

Currently if a user has full user access but the permission is set to Restricted (ie Restricted Permission Policy), then the settings icon is not visible. This would also mean that users cannot access their Alert Notification.

Steps to Reproduce

1. Setup Restricted Permission Policy
2. Provide a user with Full user access.

-> We would need an option to move Alert Notifications outside of settings so that even with Restricted permission policies, users will be able to access their user settings without issues.
