Suggestion to make Change Failure Rate a derived metric

      Currently the Change Failure Rate Metric in Compass is not a derived metric. Hence it does not perform any calculated based on events received.

      Since we already receive the Deployment events to Compass, it would be good to have Compass calculate this metric using the events that it received.
