Add Support for Working Hours-Based PR Cycle Time Metrics in Compass (Developer Dashboard Experience)

      Currently, Compass calculates PR lifecycle and cycle time metrics (Developer Dashboard Experience) using total elapsed time (including nights, weekends, and holidays). We would like the option to view these metrics based on working hours only (e.g., 9am–5pm, Monday–Friday).
