Issue Summary
In the sandbox, when accessing Apps, some customers are seeing the error message "Maintenance Expired", even though the customer has a valid license on the production site.
Steps to Reproduce
- Access the production site --> Apps
- Customer has a valid license
- Access the sandbox site --> Apps
- We will see an error message "Maintenance Expired"

Expected Results
- If a customer has a valid license on the production site, they don't need to buy a second license for the sandbox.
