As a JIRA Administrator, I would like the ability to validate domains that do not have SSL enabled / configured

Summary

When validating domains within JIRA, SSL is required. It would be extremely helpful if there was an option to validate domains not using SSL as not all customers have SSL configured within their domains.

Environment

Cloud 1000.383.2

Steps to Reproduce

1. Log into an instance
2. Open User Management
3. Click on the Domains link in the left hand menu
4. Add a domain

Expected Results

Clicking verify should validate the domain regardless of SSL being configured

Actual Results

Security violation is shown and verification subsequently fails as SSL is not configured
