Currently in OnDemand, it is only possible to export 1000 issues at a time to excel.

See Export More Than 1000 Results to Excel on Atlassian documentation. It is possible to change the default limit, but it is a permission restricted in OnDemand.

[CLOUD-6544] Allow more than 1000 issues to be exported to excel at a time in OnDemand.

            Some alternatives:

            1. Why not run the export as a batch process, 1000 records at a time?
            2. An option to export only the current page of results
            3. or an issue filter option to limit the range of the results, e.g. records > 1000 & records < 2000.

            Cheers,
            Kevin

Or mimic the REST API call you suggested as workaround (https://jira.atlassian.com/browse/JRA-32540) in the Export to Excel menu, by providing a paged Excel generation. Unfortunately, I don't have a development environment for all users, and not all of them have to pull such large record sets. Unfortunately, accounting in an SME often works on Excel and requires data sets >1000.

Since this limit is in place due to the impact it has on other instances due to VM resource usage, perhaps it would be enough to allow this as a slower background process that could eventually email the result to the requesting user.
