Non-Gapps JIRA Studio should be installable on both Unicorn and Zeus

      Some of the studio initial data changes (to studio and JSTMVN) may break studio on Zeus.

      We should have switches etc, to ensure that studio (with initial data) can be deployed to both Zeus and Unicorn.
