PredictingLicenseService calculates a license prediction depending on the users imported in JIRA minus the users already imported into Crowd (retrieved via StudioLicenseUserUtil). In other words, it predicts the license state after the current import file / JIRA users have been imported into Crowd. This functionality has been added in AOD-2661. The service should be relatively stable by now, only com.atlassian.studio.importer.user.JiraUserService and com.atlassian.studio.jira.license.StudioLicenseUserUtil have to be mocked up in order to isolate the unit.
