Currently all users are imported, disregarding whether the customer has proper licensing for that or not. The users should be deactivated before the doImport() (https://studio.atlassian.com/wiki/display/JST/Studio+Importer#StudioImporter-SequenceDiagram) step. Then the user should be provided with additional information whether the amount of collaborators and/or developers is supported on the users.vm screen. He should be able to choose which collaborators and/or developers get activated and tell him how many he can activate. While doing so, the screen should provide a client-side counter for how many licenses are still free for activating collaborators and developers. The final license check should be applied during the updateUsers (https://studio.atlassian.com/wiki/display/JST/Studio+Importer#StudioImporter-SequenceDiagram) step.
