This problem prevents users from seeing commits referencing their project keys from across multiple projects.

To reproduce on test.jira.com:

1) View the source tab for DPJ-1 and note that no commits appear.
2) Note that the repositories AP, DPJ, and BINKY are associated with DPJ. Remove AP, and BINKY, and then re-add them back.
3) View the source tab for DPJ-1 again, and notice the commits now appear.
4) Restart JIRA and notice that the commits disappear again.
