Issue Summary:

Right now the cloud-to-cloud migration for Jira does not have the option to skip users and groups when migrating data between two cloud sites.
This prevents Admins from migrating project data only.

Steps to Reproduce

1. Migrate a space performing a cloud to cloud data transfer for Confluence.
2. Users not even part of the concerned space are migrated along owing to some previous action that occured on that space by that user, EG: Copy action, etc.

Expected Results:

Users should have option to skip users while Migrating spaces for C2C, as requested over:

Actual Results

As of now, users get copied and no option to skip the same.
