Ability to copy only configuration from a production site to a sandbox, without copying any issues/work items.

Requested capability

Introduce a “configuration‑only” copy mode for sandboxes. For example:

• A new option in the copy flow such as:

                 “Copy configuration only (no issues)”

• Or a checkbox like:

                 “Exclude issues / work items from this copy”

This mode should:

Copy all project and global configuration needed to mirror production, including:

• Workflows and workflow schemes
• Issue types, screens, screen schemes
• Custom fields and their contexts
• Permission schemes, notification schemes
• Boards, filters, and other project-level configuration

Not copy:

• Issues / work items
• Their comments, history, worklogs, attachments, etc.

The end result should be an “empty” sandbox that matches production configuration as closely as possible at the time of the copy, without any customer data.
