Jira Cloud sandbox gets locked when copy process fails on import step

Steps to Reproduce

1. Initiate a sandbox data clone for Jira Product
2. This copy should fail on Import step

Expected Results

• User should be able to access the sandbox
• User should be able to initiate another copy

Actual Results

• Jira cloud instance gets locked.
  

Workaround

• Option 1: Retry the Sandbox Copy. Once the Sandbox Copy completes successfully, Jira will unlock automatically.
• Option 2: Reset Sandbox to restore it to a clean, default state before further use.
