Issue Summary

Data residency migration failing for some sites.

Steps to Reproduce

1. Raise a data residency request after navigating to https://admin.atlassian.com (security -> Data residency)
2. It may fail with the error "We are unable to schedule your move" ( screenshots attached).

Expected Results

The Data Residency scheduling should happen without any errors

Actual Results

The below exception is thrown in the browser weblogs

"title": "Unable to schedule migration",
            "detail": "Unable to schedule migration for orgId [xxxx], policyId [xxxx], and resourceId [ari:cloud:confluence::site/xxx]" 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
