Issue Summary

When there is an increase in the number of Licenses in Production Site, the same is not captured in Sandbox instance. Instead, Sandbox continues to use the same number of licenses when it was created.

Steps to Reproduce

1. Create a Sandbox instance when Jira/JSM in Production has x number of licenses (let's say, 10 users).
2. Now, upgrade the Production Licenses from x to y (let's say, from 10 users to 50 users).

Expected Results

Sandbox instance should capture the License Upgrade in Production and reflect the changes.

Actual Results

Sandbox continues to use the same number of Licenses when it was created.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
