Share Permissions are not Migrated with Filters

    Description

      Currently Jira C2C Migrations don't support migrating share permissions of filters. Some permissions like User shares are completely not supported. 

       

      It will be great for the tooling to support migrating permissions during migrations because without share permissions only the owner of the filter has permissions. And thus in-directly even boards become inaccessible
