Issue Summary:
Post Migration Reports not available for Confluence C2C Migrations when Migration is marked as Incomplete.

Steps to Reproduce

1. Perform a cloud-to-cloud migration for confluence.
2. Check if the migration is marked as incomplete.
3. Open the incomplete plan and click on the download report. 
4. The download of the post-migration reports after a confluence cloud-to-cloud (C2C) migration will fail.

Expected Results

You should be able to download the post-migration reports.

Actual Results
