Ability to pay $0 for apps licensed in a sandbox

      When I am already paying for 3rd party apps in my production instance I want to be able to use them for free on my sandbox instance.

      So that I can freely make changes to my apps in my sandbox without fear of having to pay extra or having my apps deactivated.
