As a user I want to download an attachment without viewing it first

In a Jira ticket for DBAs, we routinely put .sql files into our tickets so we can track which fixes go with which ticket. We do not look at the code attached in the Jira attachment viewer but instead with an application on our local machine. 

It would be helpful and convenient if there was a hover button on the bottom of the attachment to download an attachment directly rather than having to open the attachment, then download it, then do back to the issue. [1 click instead of 3]
