Provide the ability to download inline attachments without previewing first

    Description

      Currently, it's not possible to disable the attachment preview in the issue view. So, to download attachments you need to click on the file thumbnail (which will open the file preview) and only then click on Download.

      Implementing this ability would make possible to download attachments by simply clicking on the file thumbnail.
