Ability to disable the domain claim notifications to all users under the domain

Summary

At the moment, when the admin performs the domain claim, this action send a notification to all users under the domain.

Suggestion

As an admin, it would be great to have the ability to disable this notification or at least select a group of users who will receive that notification.
