Don't link Jira issues from merge commits

    Description

      When merging commits between branches, all the JIRA issues from the other branch are linked in the pull request. This is then confusing, since it shows a lot of other issues linked in the pull request that isn't part of that specific branch.
      Ideally only the JIRA issues that was part of commits directly to a branch should be linked
