Summary

When downloading Multi-byte named Git LFS file, Its character is broken.

Steps to Reproduce

1. Add Git LFS file (テスト１.xls) which has multi-byte filename to a repository
2. Add Non-Git LFS file (テスト２.xls) which has multi-byte filename to the repository
3. Open the files on Bitbucket Server UI
4. Click "Raw file" button

Expected Results

Even when downloading, both of the filenames should be the original name. (テスト１.xls, テスト２.xls)

Actual Results

When downloading テスト１.xls, the filename was broken like ___.xls.

On the other hand, テスト２.xls was downloaded as the expected filename.
