Filename gets broken when downloading Git file named in multi-byte chars

      Summary

      When downloading multi-byte named Git file, its filename gets corrupted.

      Steps to Reproduce

      1. Commit and push a file (日本語.xlsx) which has multi-byte filename to an arbitrary repository
      2. Open the files on Bitbucket Server UI
      3. Click "Download file" button

      Expected Results

      THe downloaded filename should keep its original name 日本語.xlsx.

      Actual Results

      The filename corrupts like ---.xlsx.
