Bitbucket GUI and git do not handle quotation marks in branch names correctly

When quotation marks are used within a branch name the branches page of the repository, within Bitbucket Server, does not allow interaction with that branch.

I have also seen that same branch cause a failure on a git fetch command called through git 2.7.2. See below.
