The user page for any user should list all Pull requests for that user.

Would be great to just re-use the UI from the pull-requests page (tabs for open/merged/declined, columns for id, title, reviewers, source, destination, updated date).

Could work across repos if you and that user have multiple repos in common. Could add a dropdown at the top to filter to a single repo.
