Story: As a user I would like to know which of the repos I am able to view I have do not have write access to so that I can contact the project owner in order to be able to commit to their repo

In our specific situation we have an internal policy all projects and repos in stash should be public for the purposes of discoverability, however, the project owner is able to determine who has write access to a repo. As stash exists currently users are not able to determine whether they have write access to a repo, and in the case they do not they are unable to determine who they need to contact in order to get write access
