Enable public access option in repo forking screen

I would like to make a small enhancement request: add the option of making a personal repo public in fork dialog when forking an existing repo. Similar to how in bitbucket there is a checkbox for making the forked repo public or private, it would be useful to have something similar in Stash. Its purpose would be mainly to save a few clicks, as users would no longer need to go to the repo settings, and check the corresponding box in the repository permissions section. This would also be similar to how the fork-syncing option is present in the fork dialog while it has its own section in the repo settings.
