When you have multiple JIRA instances linked to a single Stash instance and follow a JIRA link, Stash iterates over the JIRA application links to retrieve the issue details. When the user hasn't yet granted access to the JIRA instance in question, a screen is displayed with the links to grant access to JIRA.
If the user does not have access to that JIRA instance and thus cannot grant access, there's no way for that user to 'skip' this JIRA instance and follow the JIRA issue link (assuming another JIRA instance that the user does have access to has the issue).
Given that the user cannot grant access to the JIRA instance in question, there should be a way to (semi-)permanently skip that JIRA instance.
