Pull Request activity is attributed to wrong user

    Description

      Sometimes when a user pushes changes to a branch involved in a pull request, the Pull Request Overview page shows a totally unrelated user as having updated the pull request.

      We use SSH, and the keys are definitely not shared between the users.
