Ability to comment on files that cannot be rendered

      When reviewing a pull-request, some times Stash cannot render the contents of a file, if it's a binary file for example, which is OK.

      However, it doesn't allow me to add any comment in that file, which makes it hard to give feedback to the developer.

      For example, if I want to ask the developer to remove a specific file and re-open the pull-request, I can't just type in a comment in that specific file. I have to type a comment in the general comments section of the pull-request and try to give the developer instructions on how to find the file I'm referring to.
