When reviewing a pull request, you can add a comment to any line of a changed file. I think there are at least two pieces of functionality missing:
1. Adding a comment at a file level. I know one could arbitrarily choose the first line of the file to make such a comment, but this doesn't work if the file is empty (Stash shows the message "No change was found for the file at this revision.").
2. Adding a comment at a folder level.
