As a pull request reviewer I would like a Pull request to track 'whose turn it is next' in the review

      When performing a pull request I would like to be able to send a notification (via Stash) to the pull request author when I have finished adding comments that then need to be addresses. Likewise I would like a notification that the comments have been addressed. Ideally this would be applicable to my comments rather than just the comments of all reviewers. So a for a pull request with two reviewers, the pull request author can notify each reviewer independently that their comments have been addressed.

      This would facilitate a more asynchronous code review as all parties are kept informed when it is 'their turn'.
