As a project administrator, I would like to be able to change the default for repositories to not allow forking and also be able to specify other defaults such as the enablement of hooks at a project wide level. This would allow me to set things once instead of having to set things for every repository created within the project and save time as I normally want to configure all of my repositories in a similar manner.
