Coming from STASH-3751, recording the complete history of all administrative changes might be useful.

Scenario:
As VCS person responsible I have to enforce several rules concerning repositories (for example certain hooks MUST be active). On the other hand each project administrator has the permissions to change those settings.
I / project-administrator would like to see easily who made when which changes on a certain project/repository.

Therefore an easy accessible history of administrative actions within Stash would be helpful ...
